PCA released its first edition of Standards for Providing Quality Palliative Care for all Australians in 1994. The fourth edition of these standards defines the relationship between primary care providers and specialist palliative care services. In addition, these Standards establish networks of care so that patients can be cared for appropriately according to their need and diagnoses. For a full picture, this document should be read in conjunction with A Guide to Palliative Care Service Development: A Population Based Approach and the Service Provision in Australia: A Planning Guide, found on the Publications page of the PCA Web site.

The gold standards of the CHPCA are the ideal level of care deserved by all patients and families receiving hospice palliative care. The standards include timely access to care at home (including pharmaceuticals and equipment), interdisciplinary palliative care teams to meet the unique needs of patients, ongoing education for those providing palliative care, information systems to aid palliative care teams to evaluate end-of-life care, and support for ongoing research and best practices including cultural, ethical, and spiritual concerns.

The first version of the Professional Guidelines for the Palliative Care of Terminally Ill Cancer Patients was created in 2000. The second edition is more comprehensive than the first, defining palliative care from material needs to guidelines for pain relief. It also establishes the rights of patients, including alleviation of pain, keeping contacts, information, autonomy/self-determination, and refusal of treatments (including a living will).

The National Standards in Palliative Care are a core of basic requirements for quality palliative care services, rather than an ultimate standard to aim for. It includes standards for access to care; addressing physical, psychosocial/emotional, spiritual, and social needs of patients and families; the use of an interdisciplinary team, an established care plan; continuity of care; safety and infection control; appropriate medication, equipment, and consumables; governance and management of hospice services; performance improvement; a record of services; ethical issues; appropriate settings for services; financial and human resources; education and training; staff and care provider support; as well as pediatric palliative care.
