Quality Reporting Requirements for Today and the Future

Starting in 2013, hospices must report on quality measures determined by CMS or incur a 2% reduction in their market basket update for 2014. The two measures, NQF 0209 and a structural measure, which are required for the initial year of reporting will continue to be reported in subsequent years. CMS will be adding measures to the hospice quality reporting requirements as well as a standardized patient data collection and an experience of care survey. In the coming year, hospices should concentrate on perfecting implementation of NQF 0209 and start planning for the expansion of the quality reporting requirements.
This webinar will provide information that will assist hospices dealing with the common challenges encountered in implementation of the current measures. In addition, faculty will discuss the measures that CMS is considering for future quality reporting and the standardized assessment instrument that will be used to support data collection.
Faculty

Carol Spence PhD
Carol is Vice President, Research and Quality, at NHPCO and is responsible for NHPCO performance measurement development and implementation activities in addition to all other NHPCO research activities. Carol has many years of clinical experience as a hospice nurse. She served on the National Board for Certification of Hospice and Palliative Nurses for six years and is past chair of the Examination Development Committee for the certification examination for advanced practice hospice and palliative nurses. She has experience in research design, plus developing, implementing, and managing field research projects. Carol holds a doctoral degree from the University of Maryland School of Nursing and holds a Master of Science degree in mental health nursing.

Eugenia Smither BS, RN, CHC, CHP, CHE
Eugenia is the Corporate Compliance Officer for Hospice of the Bluegrass and Vice President for Compliance and Quality Improvement (CQI). With Hospice of the Bluegrass for the past ten years, she currently oversees the functions of compliance, quality, accreditation, infection control and patient safety and risk management. She has an RN degree from Midway College, a BS in Healthcare Management from Independence University. She is a Certified Professional in Healthcare Compliance and holds Certificates in Healthcare Psychology and Healthcare Ethics. She also is the Chair of the National Hospice Workgroup Quality and Performance Improvement Forum. At the National level, she is currently serving on the CMS Hospice Quality Measures Technical Expert Panel, CMS Hospice Experience of Care Technical Expert Panel and the NHPCO Quality and Standards Committee.
Webinar Objectives
At the completion of this webinar, participants will be able to:
- Discuss the “myths” and misunderstandings associated with the current measures required for quality reporting;
- Identify effective approaches to meeting the organizational and staff related challenges specific to implementation of the NQF 0209 measure;
- Describe the measures and data collection program that CMS is considering for implementation in the near future;
- Develop a strategic plan to respond to the expansion of the quality reporting requirements.
