Reporting to the Vice President of Regulatory & Compliance, the incumbent will review relevant federal regulatory proposals and advocate for NHPCO’s hospice and palliative policy goals through written comments and other outreach activities.  This includes monitoring the Federal Register, CMS Transmittals, and regulatory guidance from other federal agencies to determine applicability and impact on key hospice and palliative care issues.    The incumbent will engage NHPCO members and work collaboratively with NHPCO partners; research a variety of regulatory issues for applicability to hospice and palliative care including opioids prescribing and disposal, inpatient care and payment, advance care planning, and many others; and develop NHPCO products and training programs to meet the needs of NHPCO members.

The incumbent also participates as an integral member of the NHPCO team to further goals related to Regulatory & Compliance, Public Policy, Innovation & Inclusion, and the organization as a whole.

Essential duties include the following:

Regulatory/Compliance

  • Monitors the Federal Register, CMS Hospice Center and other regulatory resources for regulatory proposals and other announcements about regulatory and sub-regulatory issues that may impact hospice and palliative care community
  • Drafts written comments for all relevant proposed rules, Requests for Information, and other vehicles used by federal agencies to collect comment from the hospice and palliative care stakeholder community.
  • Represents NHPCO at government agencies, advisory groups, or other external organizations (CHAP, ACHC, AHCA, etc.) involved in payment, regulatory and other issues for hospice and palliative care.  Engage with agencies on a wide variety of regulatory and compliance issues.
  • Understands and works within the intersection of legislative and regulatory processes, supporting legislative activity with subject matter expertise and reviewing regulatory actions to determine impact and future advocacy.
  • Assists NHPCO members with regulatory questions and issues while providing research support to resolve issues.
  • Provides leadership in discussions with Medicare Administrative Contractors and other governmental entities and audit organizations.
  • Establishes and maintains good working relationships with hospice professionals to translate their needs into NHPCO communications, tools and resources which will involve compliance.

Regulatory Resource Development

  • Develops resource materials for provider use, including compliance guides, updates to OIG reports on hospice issues, and other issues.
  • Identifies other regulatory issues that need resources for additional provider member support and develops tools, in coordination with other staff.
  • Develops, reviews and edits materials prepared for provider use and works with other staff in posting on NHPCO website.

Regulatory and Compliance Education

  • As invited, participates in individual state meetings and presents on regulatory and compliance guidance and information.
  • Develops and facilitates educational programs related to hospice issues and the needs of NHPCO’s membership regarding regulatory, compliance, and clinically related issues.
  • Participates as faculty or in coordination functions for the Hospice Compliance Certificate Program and assists in development of additional programs.

NHPCO Regulatory Committee

  • Staffs, participates in, and assists in guiding the NHPCO Regulatory Committee, its workgroups and other workgroups and task forces as assigned.

Competencies for this position include the following:

  • Hospice and palliative care knowledge:  Extensive, in depth knowledge of hospice and palliative care organizational, clinical, regulatory, compliance, and reimbursement issues with the ability to competently and quickly respond to regulatory assistance questions.  Questions may involve the Medicare and Medicaid hospice benefits, payment issues and audits, or other healthcare regulatory issues encountered by the hospice provider.
  • Customer service: Manage difficult situations with provider members and consumers.  Respond promptly to customer needs.
  • Teamwork:  Work as an effective member of the team, providing input to departmental and organizational activities while fostering a team spirit.
  • Problem-solving:  Exhibit initiative and problem-solving capabilities in assisting hospice providers and consumers.
  • Organizational skills:  Exhibit a high level of organizational skills to complete tasks, handle multiple projects, and respond to inquiries in a timely manner. Provide project leadership as needed.
  • Communication/writing skills:  Demonstrate creativity and resourcefulness in development of reference materials for provider and individual members.

Bachelor’s degree required, Master’s degree preferred, in an appropriate field.  At least seven years of experience in a management-level position in a Medicare-certified hospice, with extensive application of Medicare regulations and healthcare compliance issues is preferred.  Clinical background is desirable but not required.  Certification in Healthcare Compliance preferred.
